When venturing into European coastal waters boaters are required to hold an International Certificate of Competence to comply with EEC law. However, this qualification and the International Regulations for the Prevention of Collisions at Sea only extend to the first lock or barrier on an inland waterway.
To venture further requires an understanding of the inland waterway regulations and the boater is required to hold a CEVNI (Code Europeen des Voies de la Navigation Interieure).
To obtain a CEVNI candidates are required to study the European Waterways Regulations in RYA publication G17 and complete a written examination.
The CEVNI qualification is then added on to the candidates ICC.
